History
The only daughter of Ronald Weasley and Hermione Granger, she's the older sibling - as the female, she usually gets her way with her parents (ehh, Ron's a softie anyway). She grew up in a loving household, with a large, close, extended family. Rose is a total Daddy's girl, always appealing to her father when she wants to get or do something (Hermione is far too rational about things, so Rose knows when to approach her mother and when to go to her father).
I don't really need to go into her family history too much, as that's effectively what the entire Harry Potter series is about, but in the interim between the last chapter of Deathly Hallows and the epilogue, the family lived happily. Rose's birthday is November 14th, putting her as having been conceived on Valentine's Day; with love as a prominent theme in the Harry Potter novels, love is also quite prominent in Rose's life.
Her parents both work for the Ministry of Magic (although Ron helped out with George at Weasley's Wizard Wheezes for a few years), her mother as member of Magical Law Enforcement, and her father as the second-in-command of the Auror Department (which is, of course, headed by her uncle, Harry Potter). Rose is really proud of the role her parents played in the war against Lord Voldemort, but the best part about it is that her parents both have their own Chocolate Frog Cards (hey, she's her father's daughter).
Personality
Rose is essentially a combination of her parents. While she has her mother's brains, and sometimes bossiness, she has her father's sense of humor and sarcasm. Since she grew up in a different time as her parents, not having to worry that Voldemort would rise again, she led a much happier and more carefree childhood. Thus, Rose is quite bubbly and friendly, and has a fairly carefree attitude.
Family is quite important to her - although she only has one sibling, she grew up with such a large extended family, and is close with most of her relatives. While she doesn't play favorites, she spends a particularly disproportionate amount of time with her paternal grandfather and her Uncle George. Maybe it's George's influence, but he's taught her how to be quite the practical joker.
Rose is also fairly girly, and is quite boy-crazy, much to her parents' chagrin (Hermione would prefer that Rose focus on her studies and worry about boys later, like she did, and Ron has threatened to injure any boy who goes near Rose, but who listens to their parents anyway?) However, Rose is slightly awkward and slightly inexperienced with boys.
Rose is a girly-girl (or at least, is interested in looking her best), so she works hard on her make-up and hair. She was "blessed" with her mother's bushy hair, but you'd never know it because it's well-maintained. Like almost everyone else she shares a last name with, she has bright red hair, and thus is very distinguishably Weasley. She's petite, slender, and on the short side.
